天水广播电视台的前身是天水电视台、天水人民广播电台和天水有线电视台三个相对独立的媒体，2001年初，三台整合为天水广播电视台，初步实现了三台有效资源的统一配置和节目改版。2004年，按照“频道专业化、节目特色化、经营多元化”的思路，再次进行改革调整：广播设置有新闻和交通音乐等多个综合板块节目；电视分设新闻综合频道和公共频道。新闻综合频道设置的自办节目有新闻、评论、社教、外宣等骨干节目，公共频道设置以影视剧等文艺类节目为主。经过调整，两个频道特色更加鲜明，结构更加科学，定位更加准确。
