1988年至1991年，在中央“四级办广播、四级办电视、四级混合覆盖”方针指导下，随着经济建设的发展，桓台县的广播电视事业也有了较快的发展。1990年10月31日，山东省广播电视厅下达了鲁广厅字（90）第43号文件，批准了桓台县广播站自1990年12月1日起改为桓台人民广播电台，并以此呼号播音，桓台电台正式成立。1991年，根据广播电影电视部（91）广址建字76号文件精神，经省广播电视厅地字（91）第22号文件批准，1991年8月，桓台电视台正式成立。至此，桓台电台、电视台二台并举，有线无线结合，城乡广播电视形成网络。四年来，桓台县广播电视事业在县委县府的正确领导下，遵照中央关于“各级广播电视机构，既是新闻宣传机关，又是事业管理机关，中心工作是宣传”的指示精神，坚持以宣传工作为中心，以事业建设为重点的工作方针，团结苦干，克服困难，出色地完成了工作任务，为两个文明建设做出了新贡献。
