河南蒙古族自治县俗称 “河南蒙旗”，是青海省唯一的蒙古族自治县，也是中国蒙古族人口比例最高的县，1954 年 10 月成立河南蒙族自治区（县级），1964 年更名为河南蒙古族自治县，现由黄南藏族自治州代管；该县地处青海省东南部，位于青甘川三省结合部，素有 “青海省南大门” 之称，国土总面积 6700.32 平方公里，平均海拔 3600 米，辖 2 镇 4 乡 43 个村（社区），总人口 4.3 万人，蒙古族约占 93%；境内河曲草原属典型高寒草甸型草场，地处联合国教科文组织誉为 “四大无公害超净区之一” 的青藏高原东南部地带，是全国面积最大的有机畜牧业生产基地，河曲马、欧拉羊等为优势畜种，同时拥有洮河源国家湿地公园等生态资源，蒙藏文化深度交融，先后荣获全国民族团结进步创建示范县、国家生态文明建设示范市县等称号，经济社会与生态保护协同发展，呈现出和谐繁荣的良好局面。
